<p><em>This study examines the effectiveness of the Sidrap Police Integrated Police Service Center (SPKT) public services, identifies factors influencing service responsiveness, and measures public satisfaction with the services received. Using a descriptive qualitative approach, the research was conducted at the Sidrap Police SPKT at Jalan Bau Massepe No. 1 Pangkajene, Maritengae District, Sidenreng Rappang Regency. Data were collected through in-depth interviews, structured questionnaires, direct observation, and documentation analysis. Data were analyzed using the Huberman interactive model, including data reduction, presentation, and conclusion drawing. The results showed that 85% of respondents rated the Sidrap Police SPKT service as effective. Officer friendliness, service speed, easy access to information, and responsiveness were the main factors in the positive assessment. However, aspects of information transparency and infrastructure still require improvement. Factors affecting service responsiveness include the completeness of facilities, technology training for officers, workload, and leadership support. The level of community satisfaction is in the high category, with the average score of service components ranging from 3.7 to 4.4 out of a scale of 5. <p><em>This study aims to evaluate the implementation of decentralization in Indonesia since the enactment of regional autonomy following the 1999 reform era. Decentralization was intended to bring public services closer to the people, strengthen local democracy, and enhance government efficiency. However, its implementation has produced mixed outcomes and various challenges. This article examines the successes of decentralization in encouraging public participation, increasing local government revenue, and accelerating infrastructure development. On the other hand, it also highlights several failures, such as weak local government capacity, widespread corruption at the regional level, and persistent development disparities among regions. The evaluation uses a qualitative approach, primarily through literature review and policy analysis. The findings reveal that the success of decentralization is heavily influenced by the quality of local governance, human resource capacity, and consistent regulatory support from the central government. Therefore, a reformulation of decentralization policy is needed one that is more adaptive and responsive to local dynamics—in order to achieve the full potential of regional autonomy.</em></p>Rahmah FajriaAldri FrinaldiLince MagriastiHendra Naldi

<p><em>This study aims to evaluate the level of professionalism of government officials in public services at the Bangun Purba Sub-District Office, Rokan Hulu Regency. The research method employs a qualitative descriptive approach, utilizing a case study. Data were collected through in-depth interviews, direct observation, and documentation. Informants consisted of sub-district heads, section heads, staff, and service user communities. The analysis refers to Martin Jr.'s theory, as presented in Thoha (2001), which includes five indicators: proficiency, readiness, responsibility, discipline, and attitude. The results showed that although most ASNs demonstrated good attitudes and commitment, there were still significant shortcomings in aspects such as proficiency, readiness, and discipline, especially among honorary staff. The implications of this study encourage local governments to develop policies that increase the capacity of their apparatus through continuous training and a performance evaluation system based on professional indicators, as well as expanding opportunities for honorary personnel in competency development.</em></p>Kiki Aulia TrimahuaSitti Rahmah

<p><em>Indonesia's governance reforms have brought about major changes in central-regional relations through the policy of decentralisation. This study analyses the dynamics of decentralisation since the reform era and the contemporary issues that accompany it. Using a descriptive qualitative analysis method based on literature review and secondary data, this study finds that decentralisation has given wider authority to the regions, but faces challenges such as fiscal inequality, uneven bureaucratic capacity, and increased potential for corruption at the local level Policy changes through the 1999, 2004, and 2014 laws show adjustments in establishing a balance between regional autonomy and central control for effective governance. Lack of central-local coordination often leads to overlapping policies, while dynastic politics and weak law enforcement hamper democratisation. However, decentralisation has also encouraged innovation in public services, especially in high-capacity regions, although infrastructure and digital disparities remain an obstacle. To ensure optimal benefits from decentralisation, policy reforms, improved apparatus capacity and closer collaboration between central and local governments are needed to create transparent, effective and sustainable governance. The contribution of this article lies in its presentation, which enriches the public policy literature in Indonesia by providing a comprehensive analysis of the dynamics of post-reform decentralisation and its implications for effective and equitable governance.</em></p>Yelvi OktaviaAldri FrinaldiLince MagriastiHendra Naldi

<p><em>This research analyzes the effectiveness of Office Operating Costs (BoP) allocation at the Office of Religious Affairs (KUA) in Sidenreng Rappang Regency, South Sulawesi. Using a quantitative descriptive approach, this study focuses on budget management, financial planning, funding allocation effectiveness, and identification of implementation barriers. Data was collected through in-depth interviews, document analysis, and direct observation, then analyzed using data reduction techniques, data presentation, and conclusion drawing. The results reveal that BoP allocation effectiveness still faces significant challenges, including limited employee participation in the budget planning process, disproportionate fund allocation relative to operational needs, and disbursement delays that impede public service continuity. The main inhibiting factors include minimal management transparency, limited human resource competencies in financial administration, and policy inconsistencies causing budget instability. <p><em>The role of the Social Service is important to ensure the welfare of persons with disabilities. People with disabilities must be supported by getting welfare rights. This study aims to determine the extent of the role of social services in the implementation of social welfare rights for persons with disabilities in Pangkalan Kerinci District, Pelalawan Regency. This research uses a qualitative descriptive method. The research location is at the Social Service of Pelalawan Regency. Determination of informants is done by means of proposive sampling. Data collection by interview, observation and documentation. The results showed that the Pelalawan Regency Social Service has tried to carry out its role in the implementation of social welfare rights for persons with disabilities in Pangkalan Kerinci District, but it has not been done optimally. The inhibiting factors are the lack of effective information provision, the process of distributing disability equipment assistance, limited funds, and lack of awareness from some people with disabilities. <p><em>This study aims to examine and analyze merit-based talent management for Generation Y and Z in the public sector, and to propose a new conceptual model tailored to the characteristics of these generations. The research employs a qualitative approach through a literature review of relevant regulations particularly the Indonesian Ministry of Administrative and Bureaucratic Reform Regulation No. 3 of 2020 on Civil Service Talent Management and academic studies on talent management. The study expands the conventional four-stage talent management model (acquisition, development, retention, and placement) into six stages: planning, acquisition, development, performance management, engagement, and retention. The main conceptual contribution lies in the addition of three key stages: planning, as a strategic initial phase; development, which differentiates between individual and career development; and engagement, which emphasizes employees’ emotional involvement within the organization. <p><em>Non-compliance with the provisions of laws and regulations in the 2023 Local Government Financial Statements (LKPD) caused potential state losses of IDR 2.45 trillion with 4,147 findings spread across 543 entities. The existing administrative sanction system has proven ineffective because it is normative, not tiered, and has no real fiscal consequences. This research aims to formulate a performance-based progressive sanction system design that is able to improve compliance and prevent systemic state losses. The method used is normative legal research with a statutory and conceptual approach, and uses the Responsive Regulation theory from Ayres and Braithwaite as a foundation in developing a sanction escalation model based on the behavior of the supervised entity. The results show the need for regulations that contain performance indicators, classification of violations, fiscal incentives or disincentives, and an integrated data-based supervision system. The novelty of this research lies in the formulation of a sanction system that combines corrective and educative functions, different from previous research that only focuses on quantitative or managerial aspects. The scientific contribution of this article lies in strengthening administrative law as a means of enforcing fiscal compliance and as a regulative solution to regional financial leakage. <p><em>This study aims to analyze the drafting process of the Regional Regulation on Gender Mainstreaming No. 1 of 2024 in Magelang Regency, which reflects the government's effort to address gender inequality. Using a qualitative approach with interviews, documentation, and observation, the research applies Thomas R. Dye’s policy formulation theory, encompassing stages of problem identification, agenda setting, formulation, ratification, implementation, and evaluation. All stages were followed in drafting the regulation. The Social Service initiated problem identification, which the Regent then forwarded to the DPRD as an executive draft. Agenda setting occurred through the formation of a special committee and preparation of academic papers. The formulation process took place in three committee meetings. The regulation was swiftly ratified through a plenary session, signed by the governor, and legally enacted on January 26, 2026. Implementation involved socialization and public campaigns by the Social Service, while evaluation was carried out with BPS and legislative oversight. <p><em>The Wu’u Nuran ritual is a five-yearly traditional ceremony that is carried out by Balawelin community in the West Solor Sub-district, East Flores regency. This research is intended to find out the stages, values, and meaning of Wu’u Nuran ceremony, and the contribution to the role of public leadership. The research is conducted by using the descriptive qualitative method and ethnographic approach. The informants are determined by snowball sampling technique. Furthermore, the data collection is used by the interview, observation, document study, and analyzed with the qualitative descriptive technique. The result of the research shows that there are three stages. They are (1) preparation, (2) planting, and (3) Wu’u Nuran celebration. The value and meaning of the tradition include religious value, social value, educational value, and socio-cultural value, and the tradition is the medium to unite the community in the village. The Wu’u Nuran traditional ceremony still has carried out until today as a form in respecting to the ancestors of Balawelin village, also as a form of traditional customs preservation that is inherited from generation to generation.</em></p>Hendrikus Likusina KahaKristianus Simon H. <p><em>This study aims to describe and analyze the performance of the Payakumbuh City Government by referring to the Leadership Style adopted by the Mayor of Payakumbuh in carrying out all activities during his tenure of 5 years. This answers that the success of a regional government cannot be separated from the important role of the region itself. The regional head is responsible for progress and development in the region, including Paykumbuh City, which has succeeded in implementing a Public Service MALL by getting first place in 2022 for the best service delivery at the West Sumatra Province level. This research uses a qualitative research method with data collection techniques through interviews, observation and documentation. Informants come from the mayor himself. <p><em>This study aims to analyze the implementation of the principle of community participation in the government of Nagari Koto Kaciak, Agam Regency. Nagari government as a customary entity has great potential in implementing the principles of good governance, especially participation. However, the implementation of this principle still faces various obstacles such as low public awareness, the dominance of local elites in deliberations, and the lack of involvement of the younger generation and marginalized groups. This research uses a descriptive qualitative approach with data collection techniques in the form of observation, interviews, and documentation. The results show that community participation in development planning, decision-making, and gotong royong activities is still not optimal. Community involvement is generally consultative and limited to certain groups. Inclusive strategies are needed through wider socialization, the use of information technology, and strengthening the role of women's and youth groups so that participation is more evenly distributed. This research recommends increasing transparency, communication, and culture-based approaches to encourage active community involvement in sustainable village development.</em></p>Adella Putri ElfiraAldri Frinaldi
