The theory used in this research is the theory of Slameto which states that the factors that influence the length of study of students are internal and external factors. In this study, researchers used a qualitative approach with a case study type of research. Informants totaled 16 people. The data analysis techniques used are data collection, data reduction, data presentation, conclusions and verification. The results of this study indicate that the factors that influence the length of study of students are internal factors and external factors. Internal factors include: the physical condition of students, each student tries to motivate himself, while for student learning habits it is not good because many students are lazy to read books and do assignments by copying from the internet. While external factors are: family economic factors, institutional factors, less influence because the State Administration Study Program has been very helpful for students to complete their studies on time, only because students are lazy to work on their thesis so that their study period becomes long, environmental factors, the community environment does not affect the length of study of students because it depends on the student, if students can divide their time between lectures and organizations, it will not affect their studies.
Gamelia Afiliani Lamut Fonge, I Putu Yoga Bumi Pradana, Jacoba Daut Niga Copyright (c) 2024 PUBLICNESS: Journal of Public Administration Studies https://creativecommons.org/licenses/by/4.0 https://publicness.ppj.unp.ac.id/index.php/publicness/article/view/192 Mon, 28 Oct 2024 00:00:00 +0000 Keterlibatan Stakeholder dalam Penyusunan Rencana Pembangunan Jangka Menengah Daerah (RPJMD) Kabupaten Padang Pariaman https://publicness.ppj.unp.ac.id/index.php/publicness/article/view/158
Inclusive policies from a democratic perspective is an issue that has received important attention from various public policy scientists. Specifically, one of the stakeholder engagement forums in Indonesia is called the Development Planning Conference (Musrenbang). Musrenbang is the first step in preparing the Regional Medium Term Development Plan. The main objective of this musrenbang is to accommodate and prioritize activities based on community needs obtained from deliberations. This research is a documented case study which aims to determine stakeholder involvement and obstacles in preparing the RPJMD. The results of this research are that Padang Pariaman Regency has made positive efforts to involve stakeholders in the process of policy formulation and development planning. Even though various efforts have been made to involve stakeholders, there are still obstacles related to the active involvement of various parties. Lack of understanding and enthusiasm for regional development is one of the inhibiting factors in active stakeholder participation. Knowing the obstacles faced in stakeholder involvement in the RPMJD to fulfill the aspirations of the program to be implemented optimally. It is important to strengthen the capacity of stakeholders regarding planning so that they have a deeper understanding of development issues and the planning process. By strengthening involvement and collaboration with various stakeholders, it is hoped that the Padang Pariaman Regency development plan can be more responsive to community needs and support sustainable development and have a positive impact on all levels of society.
Cici Permata Muspita, Rahmadani Yusran Copyright (c) 2023 PUBLICNESS: Journal of Public Administration Studies https://creativecommons.org/licenses/by/4.0 https://publicness.ppj.unp.ac.id/index.php/publicness/article/view/158 Thu, 09 Nov 2023 00:00:00 +0000 Evaluasi Pelaksanaan Program Rasailah Daku dalam Mengatasi Permasalahan Anak Jalanan oleh Dinas Sosial Kota Padang https://publicness.ppj.unp.ac.id/index.php/publicness/article/view/238
This study aims to determine the performance of the Rasailah Daku Program implemented by the Padang City Social Service. Data were obtained through interviews, observations, and documentation. In this case, the government has allocated a budget for electricity subsidies to customers, most of whom fall into the R1-450 VA and R1-900 VA categories, which account for about 85 percent of the total customers. The state has the obligation to subsidize electricity consumption for underprivileged communities. This study aims to examine the implementation of the electricity subsidy policy in Lubuk Begalung Subdistrict, focusing on whether it is effectively targeted, and the impact felt by low-income households regarding this subsidy policy. According to Dunn, policy implementation is a crucial stage in the public policy cycle. Dunn's implementation theory includes the complexity of implementation, actor interaction, local context, and implementation capacity. This study uses a qualitative approach. The results indicate that in the implementation of the targeted electricity subsidy policy for low-income households in Lubuk Begalung Subdistrict, Padang City, there are still low-income households that have not received electricity subsidies, while households suspected of being financially capable are receiving them. Additionally, the lengthy administrative registration process and the misuse of the intended purpose of the electricity subsidy policy were identified as issues.
Ratika Algamar, Lince Magriasti Copyright (c) 2024 PUBLICNESS: Journal of Public Administration Studies https://creativecommons.org/licenses/by/4.0 https://publicness.ppj.unp.ac.id/index.php/publicness/article/view/227 Sun, 17 Nov 2024 00:00:00 +0000 Evaluasi Program Kampung Keluarga Berkualitas di Kampung Canggoang Kelurahan Juhut Kecamatan Karang Tanjung Kabupaten Pandeglang https://publicness.ppj.unp.ac.id/index.php/publicness/article/view/230
The Indonesian government has launched the Family Planning Program (KB) as a strategic step to address various population-related challenges. The theory used in this research is William N. Dunn's theory. This study employs a descriptive qualitative method. Data collection techniques used include interviews, observation, and documentation. The data analysis technique used is interactive data analysis from Miles and Huberman. The research findings indicate that the evaluation of the Kampung Keluarga Berkualitas Program in Kampung Canggoang, Juhut Village, Karang Tanjung District, Pandeglang Regency, suggests that the program has generally not succeeded in achieving its intended goals. This is due to the uneven training provided to KB village managers, a shortage of workforce, inadequate budget, the irregular updating of data at the Data House Secretariat, the unavailability of reports from each activity group, and low contraceptive use. Therefore, it requires good cooperation between the government, KB village officers, and the community. This cooperation is crucial to improve the program's effectiveness and ensure its proper implementation.
Zulfa Fazira Az-Zahra, Riny Handayani, Tiwi Rizkiyani Copyright (c) 2024 PUBLICNESS: Journal of Public Administration Studies https://creativecommons.org/licenses/by/4.0 https://publicness.ppj.unp.ac.id/index.php/publicness/article/view/230 Mon, 16 Dec 2024 00:00:00 +0000 Inovasi Layanan Khusus Akhir Pekan (LAKSA) dalam Meningkatkan Kualitas Pelayanan Publik di Kantor Imigrasi Kelas I Non TPI Tangerang https://publicness.ppj.unp.ac.id/index.php/publicness/article/view/231
This study examines the implementation of Weekend Special Service (LAKSA) innovation at the Tangerang Class I Non-TPI Immigration Office, which still faces challenges in scheduling and accessibility of Immigration Introduction Letters—using a descriptive qualitative method through observation, interviews, and literature study with purposive informant selection technique and data analysis using Miles, Huberman, and Saldana (2014) model. The results show that LAKSA implementation still needs to be optimal. The relative advantage aspect shows an acceleration in passport services. The compatibility aspect runs well according to applicants' needs and regulations. However, the complexity aspect is still constrained by service accessibility in South Tangerang and Tangerang Regency areas. The liability aspect could be more optimal as no official trials involving the community have been conducted. The observability aspect is evident through social media socialization. Although the state guarantees their protection, these children still face significant challenges, such as violence, unmet rights, and persistent stigma and discrimination. This study employs a qualitative descriptive method, with informants selected through purposive sampling and data analysis conducted through reduction, presentation, and conclusion drawing. The research reveals that special protection for children with disabilities remains suboptimal. This is evident in the unfulfilled policy implementation indicators proposed by George C. Edward III, which include communication, resources, disposition, and bureaucratic structure. Issues include limited community outreach, insufficient specialized human resources for handling children with disabilities, and inadequate infrastructure supporting accessibility. Therefore, improvements in policy implementation strategies and increased public awareness are necessary to create an inclusive environment for children with disabilities.
Windi Kurnia Putri, Nora Eka Putri Copyright (c) 2024 PUBLICNESS: Journal of Public Administration Studies https://creativecommons.org/licenses/by/4.0 https://publicness.ppj.unp.ac.id/index.php/publicness/article/view/236 Mon, 16 Dec 2024 00:00:00 +0000 Implementasi Kebijakan Mitigasi Bencana Banjir di Nagari Sicincin https://publicness.ppj.unp.ac.id/index.php/publicness/article/view/234
This research aims to review the implementation of flood mitigation policies in Nagari Sicincin, which is often affected by floods due to poor drainage, waste accumulation, and low public awareness in maintaining environmental cleanliness.
