Implementasi Kebijakan Pengujian Kendaraan Bermotor Gratis di Kabupaten Lamongan

The growing number of motor vehicles has caused various problems, including declining air quality, road damage, traffic congestion, and more accidents. To ensure road safety, protect the environment, and provide public services, the government requires periodic motor vehicle inspections, which have been provided free of charge since the enactment of Law Number 1 of 2022. Lamongan Regency has implemented free inspections since January 1, 2024; however, the number of inspected vehicles has continued to decline, from 11,405 in 2021 to 7,072 in 2024. This study aims to describe the implementation of the free motor vehicle inspection policy in Lamongan Regency using Van Meter and Van Horn's (1975) implementation model. A descriptive qualitative method was used, with data collected through interviews, observation, and documentation. The 13 informants comprised the head, the head of administration, and a finance officer of the Motor Vehicle Inspection Technical Implementation Unit (UPT PKB), two inspectors, and eight vehicle owners. The results show that the policy has not been implemented optimally. The main obstacles are limited public awareness of the policy; the absence of local involvement in policy formulation and of physical resource support from the central government; the abolition of fines, which removed the deterrent effect on vehicle owners; non-operational weighbridges; the lack of support from executive agencies; and unstable economic conditions of vehicle owners.
