Abstract

The high rate of in-migration in Kenjeran Subdistrict, Surabaya, has created various population administration problems, particularly in the registration of newcomers. Some newcomers have not promptly reported their move, have let their inter-regional moving certificates (SKPWNI) expire, or have had their applications rejected because of administrative obstacles and failed on-site verification. This study aims to analyze newcomers' participation in the registration process using the CLEAR model of Lowndes et al. in order to promote more orderly population records. A descriptive qualitative method was employed, with data collected through interviews with 20 informants, observation, and documentation in two urban villages. The results indicate that community participation remains suboptimal: none of the five CLEAR dimensions has reached an optimal state. The can do dimension is constrained by limited knowledge of requirements; the like to dimension shows that registration is driven by personal needs rather than administrative awareness; the enabled to dimension shows that facilities such as the Klampid New Generation (KNG) application, RW community hall services, and Kalimasada are underused because of limited outreach; and the asked to dimension depends on the initiative of individual neighborhood heads. The responded to dimension is relatively effective, as friendly and clear responses from urban village officials help newcomers complete the process. More consistent education and outreach are therefore needed to achieve orderly population status.
